I saw all of the interview in which he said that, and while Hammond did (rather carelessly, given the piraña-like press) use those words, the headlines misrepresent the context.

He was asked by Marr about the advent of driverless vehicles and the huge number of drivers who would consequently become redundant. He pointed out that when individual desktop computers were introduced in the 1990s and people started typing their own emails, there were fears that vast numbers of shorthand typists would be made redundant. But in fact, they had got different jobs, so none of them were unemployed.

He was very clearly referring only to the shorthand typists when he said "there are no unemployed", but that does not of course prevent the news media from misrepresenting what he said. The phrase "taken out of context" has been given a bad name by ninnies like Bojo the Clown who use it to try to cover up their glaring errors, but it is valid in this case.

It just shows how much the media hate Hammond for being a remainer. They usually only pull these stunts on Corbyn and opposition politicians.
